Who settles x402 payments, and how concentrated is settlement?
The short answer
Mostly, nobody can tell from the outside. Most catalogue hosts publish nothing that identifies the party that would settle a payment. Where the routing is visible, it runs overwhelmingly to a single facilitator.
As published in the issue
Most settlement routing cannot be identified from published payment challenges: 1,229 of 1,677 catalogue hosts (73.3%) publish no information identifying the party that would settle the payment — the facilitator. Among the hosts where routing is visible, Coinbase dominates: 405 of the 438 attributable hosts (92.5%) route to Coinbase (next: PayAI, 38). Two things this figure is not: hosts bound to a facilitator are not settlement volume, and the invisible 73.3% are unknown, not Coinbase.

Settlement is where machine commerce becomes money, and a market whose settlement runs through one party carries a dependency that no catalogue count reveals.
What we measured
We read every payment challenge published across the catalogue population of listed hosts on the stated September read, and counted how many named a settling party and, among those that did, which party was named. The exact population rule is quoted beside the figure below.
